NSW:NSW police minister wants asbestos answers

The NSW police minister is demanding to know why little has been done to remove asbestos,
since traces of the deadly material were first discovered in police buildings three years
ago.

NSW Police announced last week that about 460 properties have been found to contain
at least some asbestos or lead paint.

But the union says police knew about a broken asbestos sheeting inside a command building
at Wetherill Park, in Sydney's southwest, in 2008.

Police Minister MIKE GALLACHER has now demanded a full report from police management
by the end of the week.

PETER COSTELLO's left the door open .. on raising the age limit for workers receiving
a tax break on superannuation contributions.

Superannuation industry figures want the age limit of 70 abolished .. as more people
are opting to stay in paid work .. and are continuing to contribute to their super into
their late 70s and beyond.

Mr COSTELLO says he doesn't want to encourage people to use super as a low-tax way
of building an estate for their children.

But he's told Southern Cross radio today .. he thinks it is possible the threshold
could change along with work trends.

SYDNEY, April 13 AAP - Protesters will hold hands with their backs to the sea when
HMAS Adelaide is scuttled off Avoca Beach on the NSW Central Coast on Wednesday.

Thousands of spectators have gathered on the beach as the decommissioned frigate sits
idle about 1.8km from the shore.

The ship will be sunk at about 10.30am (AEST) to form an artificial reef which is expected
to become a popular diving site.

The No Ship Action Group has set up on the beach, with a few dozen members who say
they are saddened that their multiple attempts in courts have failed to stop the scuttling
operation.

Group spokesman Quentin Riley, who has lived at Avoca Beach all his life, says the
presence of the wreck will change the area forever.

"The beach is part of me, it's part of my life and they're trying to destroy it, and
all for money," Mr Riley told AAP.

The group says the wreck will lead to environmental damage, introduce health risks,
change surf conditions and cause beach erosion.

Conditions at Avoca on Wednesday morning are ideal for the scuttling operations which
the protesters will ignore as controlled explosive charges are detonated to sink the ship.

"We intend to hold hands and look at those trees but the kids will want to peek," Mr Riley said.

A last minute bid by the No Ship Action Group to halt the sinking failed on Tuesday.

The group filed a summons at the Land and Environment Court, addressed to NSW Minister
for Primary Industries Katrina Hodgkinson and NSW Environment Minister Robyn Parker.

But a spokesperson for Ms Hodgkinson said the scuttling was scheduled to continue.

NSW:Man charged with NSW murder

SYDNEY, Dec 23 AAP - A man has been charged over a violent home murder in NSW's central
west earlier this year.

Gregory Partridge's body was discovered at his home on Gold Street at Mandurama on September 28.

Police allege the 50-year-old had been violently attacked inside the house the night
before his body was discovered.

A 36-year-old Mandurama man was arrested south of Carcoar at 11.30am (AEDT) on Thursday.

He was taken to Bathurst Police Station where he was charged with murder.

The man was refused bail and will appear at Bathurst Local Court on Friday.

death has been short-listed for Australia's richest literary awards.

CANBERRA, Aug 25 AAP - Planned limitations on termination payouts to corporate bosses
come under the senate spotlight in Sydney on Tuesday.

The federal government has introduced legislation which lowers significantly the threshold
at which termination benefits must be approved by shareholders.

Presently, the threshold is seven times the annual salary of a company director or executive.

The government wants the threshold to kick in once the termination amount exceed one
year's average base salary.

The Senate's economics committee will take evidence from groups representing major
business, company directors, superannuation investors and bankers.

Fed: Coalition says it's willing to negotiate a bit on alcopops

The coalition says it remains willing to negotiate with the government on ways to reduce
binge drinking .. but won't support Labor's second bid to get an alcopops tax hike through
the Senate.

Shadow health minister PETER DUTTON says making a tax grab on just one alcoholic product
is not a serious way forward.

He's told ABC television the opposition wants to make sure the government doesn't try
to dress up the alcopops tax hike as a health measure.

The RUDD government plans to reintroduce legislation in May to raise the tax on alcopops
by 70 per cent.

The Senate rejected the tax rise last month .. when Family First's STEVE FIELDING sided
with the coalition against it.

of an Aboriginal woman from Walgett who told of a family being taken away and a small
girl aged about six crying as she disappeared on the back of a mission truck.

He said it was reasonably argued that removal from squalor led to better lives with
children fed, housed and educated.

"No-one should bring a sense of moral superiority to this debate in seeking to diminish
the view that good in many cases was sought be done," he said.

ADELAIDE, Aug 26 AAP - South Australia's mounted police will remain operational during
the ban on horse movements in the state, but will be using police vehicles for transport.

SA police assistant commissioner Tony Harrison said SAPOL was taking "all necessary
precautions" and had "ceased movement of police horses for the initial 72-hour period".

"South Australian police mounted operations unit will remain operational and will be
deployed in police vehicles as an interim measure," he said.

The 72-hour ban on horse movements was imposed yesterday to prevent the spread of equine
influenza following the discovery of the potentially devastating virus in NSW.

in the early hours of February 1, 2007 after a raid on the same premises in February 2006,
which netted $120,000 worth of paintings

- 20 unframed canvas rolls were taken in a smash-and-grab raid on Aboriginal Gallery
of Dreamings on January 9, 2007

- Four paintings, worth a combined $14,000, taken from High On Art on March 30, 2007
are later recovered from an abandoned stolen car

- The same gallery lost $100,000 worth of Aboriginal artworks in three prior raids
on January 19, 2007, October 2006 and December 2005

Bushfire conditions are expected to worsen across Victoria .. as a cool and windy weather
change sweeps through the state some time before midnight.

The fires have raged through more than 270 thousand hectares .. threatening rural communities
across the state's north-east and east .. threatening more flare-ups as wind shifts arrive.

New fires have broken out in the state's south-west near Camperdown .. claiming one
house and threatening others .. as well as in Bright in the north-east Alpine district.

Fires are also bearing down on the rural district of Germantown near Bright and Waterford

US Shuttle Launch (CAPE CANAVERAL)

The US space shuttle Discovery's two rocket boosters successfully separated from the
orbiter today .. two minutes into its night launch towards the International Space Station.

Discovery's blasted off from the Kennedy Space Centre in Florida .. on the first night
launch in four years.

The seven crew members are on a 12-day mission to rewire the International Space Station.

The West Australian government says it'll reconsider the repatriation of Perth heroin
trafficker HOLLY DEANE-JOHNS if new information can support the move.

DEANE-JOHNS was sentenced in 2003 to 31 years in Thailand's notorious 'Bangkok Hilton'
prison .. after she was caught trying to send an envelope containing 10.4 grams of pure

The V-8 Supercar series title will be decided in the race stewards room after a controversial
end to the 2006 season at Phillip Island.

Holden's RICK KELLY has provisionally won the title after he finished ahead of his
only challenger CRAIG LOWNDES in the final race.

KELLY and LOWNDES had entered the final race level on championship points.

But LOWNDES'S Triple Eight Racing team are set to protest the result after an early
incident with KELLY cost the Ford driver any chance at the title.

KELLY bumped LOWNDES from behind early in the 31-lap race, the Ford driver spinning
sidewards and being slammed into by another car.



ASHES VAUGHAN (PERTH)

MICHAEL VAUGHAN has ruled out a shock early return to the England side for the Ashes series.

England's sidelined skipper moved comfortably in the field on day one of the tour game
against Western Australia, but says he needs more game time to help him recuperate after
mid-year knee surgery.

VAUGHAN says he would need another three-day game to have been any chance to play in
the third Test, which starts on Thursday, or the fourth Test in Melbourne, starting Boxing

A survey has found Aussie men would be prepared to go without sex to win back cricket's

The AFL will try to broker a peace deal with Irish officials to salvage the future

Qld: Train track mum in court

A woman's been charged with dangerous driving .. after she steered her car onto a Brisbane
railway line .. and honked her horn at a train she was following.

53-year-old JANELLE SHARON RANDALL of Tingalpa .. in Brisbane's east .. has faced Brisbane
Magistrates Court charged with the dangerous operation of a motor vehicle.

Police claim the incident happened on July 16 .. when RANDALL was affected by an intoxicating
substance.

She'd picked her daughter up from work around midnight (AEST) and was on her way home
.. when she drove onto the track at Murarrie railway station in Brisbane's east.

The court's been told RANDALL drove 300 metres down the railway tracks .. honking her
horn at a train ahead of her.

The car then became stuck on the tracks .. and trains had to be stopped on the line
between Murarrie and Hemmant.

RANDALL .. who wasn't required to plea and is on bail of her own undertaking .. was
remanded to reappear in the Brisbane Magistrates Court on August 24.

The Cole inquiry's been told BHP considered a loan of up to 100 million US dollars
to Iraq .. as it tried to secure lucrative development rights for a huge oil field.

The inquiry .. which is investigating kickbacks paid by wheat exporter AWB .. is also
probing a decade-old grain shipment funded by BHP.

Commissioner TERENCE COLE last week suggested that a 1996 shipment .. worth five million
US dollars .. was a soft bribe .. to put BHP first in line for developing the Halfaya
oil field.

Evidence tendered to the commission today suggests BHP was considering a much bigger
loan to dictator SADDAM HUSSEIN'S regime .. but there's no evidence before the commission
to suggest the deal ever went ahead.

New South Wales Premier MORRIS IEMMA says protesters arrested during demonstrations
at the Forbes international business conference in Sydney are ratbags.

Seven people were arrested yesterday during a protest aimed at disrupting the opening
of the conference.

And a further 10 demonstrators were arrested in clashes with police today.

About 350 of the world's richest business leaders have gathered at the Sydney Opera
House for the three-day conference.

Mr IEMMA says people are allowed to protest, but not break the law.

He says those arrested are a few ratbags who have felt the full weight of the law.

For the quarter, total revenues were $5.9 million, a 187% increase over total revenues of $2.0 million for the fourth quarter of 1999 and flat compared to revenues in the prior quarter of 2000. For the full year 2000, revenues grew to $19 million, a 420% increase over revenues of $3.7 million in 1999.

The net loss before the effect of non-cash charges related to stock-based compensation was $5.2 million, or $0.21 per share on a basic and diluted basis, for the fourth quarter of 2000, compared to a net loss of $1.7 million, or $0.10 per share on a basic and diluted basis, for the same period in 1999. Earnings per share data are on a pro forma basis, which treats outstanding preferred stock as common stock in 1999.

For the full year 2000, the company's net loss before the effect of non-cash charges related to stock-based compensation was $14.8 million, or $0.62 per basic and diluted share, compared to a net loss of $6.6 million, or $0.50 per basic and diluted share, in 1999.

CITY ACTIVATES HOMEWOOD 'COOLING CENTER'.

PITTSBURGH, PA -- The following information was released by the office of the mayor of Pittsburgh, Pennsylvania:

The City's Homewood Healthy-Active Living Center (map) will be open until 7 p.m. today in order to provide seniors with cooling stations as "real feel" temperatures are predicted to soar above 90 degrees. Refreshments will be provided during the extended hours. In addition to games hosted by activity directors, seniors can enjoy a game of pool, access the Internet, or utilize exercise equipment.

"It is our goal to provide a cool, fun and safe environment for our most at-risk citizens during dangerous heat waves," said Mayor Luke Ravenstahl.

When "real feel" temperatures reach 90 degrees or more as reported by the National Weather Service, the Homewood Healthy-Active Living Center will extend their weekday hours of operation from 4 p.m. to 7 p.m. for residents 60 years of age or older. "Real feel" temperature measures a combination of temperature and humidity.

The Mayor also reminds residents, especially the young and elderly, to stay hydrated and reduce or eliminate outdoor activities during heat waves.

"High temperatures pose a public safety hazard for many of our residents," Ravenstahl said. "Like Pittsburghers always do, I strongly encourage residents to check on their elderly neighbors and family."

FTC SEEKS INPUT FOR REVISING ITS GUIDANCE TO BUSINESSES ABOUT DISCLOSURES IN ONLINE ADVERTISING NEEDED REVISIONS WILL REFLECT DRAMATIC CHANGES IN ONLINE WORLD SINCE GUIDANCE WAS ISSUED 11 YEARS AGO.

The staff of the Federal Trade Commission is updating "Dot Com Disclosures: Information About Online Advertising," the guidance document that advises businesses how federal advertising law applies to advertising and sales on the Internet. Activists Inflate North Carolina Consumer Loan Costs Opposing NC HB810.

Activists have grossly overstated costs for North Carolina consumer loans in an attempt to oppose proposed North Carolina legislation in House Bill 810. In a video posted on the NC Policy Watch website on April 28th, 2011, and in a corresponding radio broadcast "News & Views" which aired Sunday, May 1st on WRAL radio, Al Ripley of the North Carolina Justice Center grossly overstated consumer loan costs for existing rates and rates under the new NC proposal (HB810). Ripley had previously received detailed information on the costs of the loans. Yet, in both the video and radio interview, Ripley exaggerates loan costs and erroneously states how loan costs are calculated. Ripley has been asked by William Braxton, President of North Carolina's independent lenders association (RLNC) to retract inaccurate statements.

"The error in Al Ripley's statement of actual loan costs is so significant that it calls into question his ability to understand how interest costs are calculated for our amortizing installment loans," stated Braxton. "A more troubling concern would be if there were intentional efforts on the part of the NC Justice Center to mislead legislators, the media, the Department of Defense (DOD), and the general public. I hope that's not the case."

Under the NC proposed legislation, an amortized $500 installment loan for six months requires a monthly payment increase of only 10%, from about $97 a month to $107. Ripley calls this an egregious increase that will drive families to bankruptcyafor an increase of less than $10.00 a month. Also under the new law: for a $1,000 one year loan, the cost would be $3.83 a month for each $100 borrowed. The proposed rate would be $121.67 a month. If paid back early, a rebate feature makes the loan cost even less.

The industry indicates that the NC loan rate has not changed in 28 years. Stated C. Everett Wallace, policy advisor for the NC Credit and Personal Finance Council: "The effect has been a reduction in the number of smaller dollar traditional installment loans in NC where they are greatly needed."

This reduction in the number of small loans provided has forced thousands of North Carolinians into higher cost loans through unregulated Internet lenders or cross border loans (loans obtained by crossing state lines to apply for a needed loan in a nearby state that has such loans), as well as other higher cost loans obtained from unregulated individuals. This negative effect is in line with known consequences of unilateral loan restrictions in other states, and thus is not unique to North Carolina.

"Given these egregious misstatements on loan costs made by Al Ripley, and what it would mean to military members serving in NC, I am concerned that factually incorrect costs were given out to draw the DOD into a state legislative decision," stated Wallace. "Comments made recently by the DOD representative focused on unrelated credit products not allowed in NC (for example, payday loans) and not in HB 810. I am troubled about what was actually communicated to the DOD."

Positive support was present last Thursday in Raleigh at a press conference, with several participants associated with the military appearing in support of the industry's traditional installment loan service. This included a retired Marine Master Gunnery Sergeant and a retired Army Sergeant Major, along with an active duty spouse, who spoke in favor of the industry and its benefits to enlisted members.

In 2007 the US Department of Defense exempted installment loans from legislation designed to prohibit predatory lending to service personnel and their families, acknowledging in its report the need to protect access to beneficial installment credit while closing down less safe forms of credit.

Chris McKinley, a member of the state's independent lending association, was also at the press conference: "With respect to the misrepresentations in this situation, the industry hopes it is a case of math errors. If what Al Ripley thought was a huge increase is just a few dollars a month, one might ask what all the hostility is about. Considering the NC Justice Center also previously opposed a small late fee on loans later than ten days, it may indeed be a case of deliberate misrepresentation to the public and legislators. It is hoped, however, that it would be just a case of needing a good calculator and a correct understanding of what the legislation is requesting."

On the face of it, news that Statistics South Africa is revamping its consumer price index may not seem very important. Yet, as the official measure of inflation, movements in the consumer price index affect us all.

It is the annual change in this index - stripped of mortgage bond costs - which the Reserve Bank's monetary policy committee examines every two months in order to decide on interest rates, and determine the fate of borrowers and lenders all over the country.

In another context, employers and trade unions use the consumer price index as a key tool in collective bargaining over wages.

Because of its importance in the economy, it is vital that the index reflects movements in prices as accurately as possible.

In this respect, the decision by Stats SA to update the basket of goods and services it monitors each month in order to construct the index is to be welcomed.

Stats SA intends to cut the number of items in the basket from 1 124 to 386, so as better to reflect spending patterns of households. Items to be discarded include luxury goods which are expensive and bought exclusively by a minority of households.

The new list will reflect not only total spending on an item, but also the number of households which bought the product or service.

At the same time, in order to keep pace with changing technology, DVDs and CDs will replace video recorders and tapes, and Internet charges will be introduced to the basket; lottery tickets will be added once the lottery is up and running again; and minibus taxi fares, funeral and funeral insurance costs will also be added.

RIGHTS-IRAN: BLOGGERS REBEL AT NEW CENSORSHIP.

BERKELEY, California, Jan. 10, 2007 (IPS/GIN) -- In a bid to clamp down even harder on information disseminated through the Internet, Iran's hard-line Islamic government has demanded that all Web sites and Web logs (blogs) originating in the country be registered by March 1. Iranian bloggers say the move clearly violates free speech.

A committee of government officials, including members of the intelligence, judiciary, telecommunications, and culture and Islamic guidance ministries, will be in charge of approving the content of Web sites. The committee is authorized to block or filter Web sites or blogs that they deem illegal.

Over the last few years, the government has banned and filtered thousands of Web sites and blogs without explanation. The new law, however, specifies what kinds of content are not allowed.

Web site and blog registrars must provide personal information about themselves. Bloggers and Web masters who fail to do so risk being shut down and penalized. If the case ends up in court, the accused may find themselves in prison.

Some activists plan to defy the new requirements. Farnaz Seify, a feminist blogger in Tehran, told IPS, "The government's new policy of forcing registrations indicates that the authorities are making it clear that no one is permitted to criticize or even discuss religion, government's policies, revolution, ayatollahs and social problems."

"Freedom of speech doesn't have such restrictions and limitations -- however, Iran's government ignores this basic right of human beings," she said. "With this new regulation, the government insults both me and my intelligence. I will not register my personal Web site. I don't need to get permission to have freedom of expression."

Farnaz, whose blog has been filtered because of her outspoken feminist content, added, "I know they will censor me again. It shows their power but not their legitimacy. I will not legitimize their anti-humanitarian law by obeying that law, nor will I respect it."

The new law requires blog and site registrars to provide their name, address, telephone number, intended audience, approximate number of readers and other detailed information.

Comprehensive restrictions are placed on content that deals with a range of issues, from criticism of religious figures to sexual matters as well as anything considered offensive to the Ayatollah Khomeini (the founder of the Islamic Republic), Ayatollah Khamenei, (Iran's Supreme Leader), or that is deemed slanderous of Islamic laws.

The Ministry of Culture and Islamic Guidance, which drafted the new law, says that the measures are designed to support legal Web sites and remove the "illegal" ones.

"This law is intended to make the Internet atmosphere clean and safe," it announced.

For many Iranians, the Internet is the only public arena where they can share and exchange their thoughts and concerns on matters ranging from sexuality to social problems, as well as such contentious issues as women's rights and criticism of the current regime and its policies. Critics of the new law say it will effectively shut down this last refuge of communication.

Since 2002, the Islamic government has employed a highly restrictive filtering system, effectively banning many Web sites and blogs for Iranians inside the country. The state controls all Internet Service Providers (ISPs), making it the most highly censored Internet sphere after China.

Not only does the new law grant the Islamic Republic full control over the content of all Web sites originating from within Iran, but now authorities can filter the thousands of Web sites and blogs written in Farsi outside of Iran.

Arash Ashoriania, an Iranian photo-blogger and winner of the Reporters Without Borders Best of the Blogs competition organized by the German broadcaster Deutsche Welle in 2006, told IPS that the new law will have no impact on his activities since "my blog has already been filtered by the authorities without any clear reason and I have nothing to lose by refusing to register my website."

Another well-known Iranian blogger and journalist, Hanif Mazruie, who was arrested and held in solitary confinement for more than 90 days in 2004, believes the new regulation will have only a short-term effect.

"Iranians are continuously working on new ways of going beyond the filters. These policies just make them more industrious in ignoring proxies and obtaining the information they want," Mazruie told IPS in a telephone interview from Tehran.

Most political Web sites and blogs that are critical of the government have already been blocked. With the increased monitoring, this has paved the way for official suppression and control of the Internet.

"Political blogs and Web sites are the targeted group," said Mazruie. "Also NGOs (nongovernmental organizations) and human rights organizations which use the Internet as their sole means of communication are the main groups to be restricted. The government wants to restrict, stop and warn those who write anonymously."

"The intelligence officials who ran the parallel security forces during President Khatami's tenure (1997-2005) are now part of this government, and they are eager to continue the crackdown on Internet activists now that Ahmadinejad has come to power," he said. "However, they have not been successful."

Journalist and blogger Roozbeh Mirebrahimi told IPS that the registration policy also violates Iran's constitution. "The approval of the cabinet doesn't make the government's decisions legitimate. It should pass it via the parliament. However, it reflects the nature of the conservatives in Iran who easily close their eyes to freedom of speech," he said.

"All the experiences they have include threatening, arresting and intimidation of Internet activists and journalist," noted Mirebrahimi, who was jailed for his Internet writings in 2004 and has since been released on bail.

"The government wants to control the virtual atmosphere by all means. However, it is impossible to control the Internet for a long time. Technology and the passionate people who want to increase their awareness and knowledge will find a way to move forward and the government is just wasting its time and money," he said.
